               Lt. Robert L. Spratt (ret)

           United States Capitol Police

 Law Enforcement and Incident Command Systems Train the Trainer

 Robert Spratt was a first line supervisor at the United States Capitol during the tragic events surrounding the 911 and anthrax terrorist attacks.  Retiring after 31 years protecting U.S. Presidents, Congressmen, Senators and their staff, he currently serves, at the rank of Captain, with the Military Forces of Texas, Texas State Guard. His current assignment involves Incident Command Systems, FEMA Course Coordination and Military Emergency Management Specialists (MEMS).  In addition, Robert has certifications in Victim Witness Assistance, Hazmat Technician, Forensic Photography and Dignitary Protection, to name just a few.

 Dr. Warden brings with her a wealth of experience in the field of CISM. She had deployed to major disasters and has lead key debriefings in some of the toughest situtions.

  A new Board Member with a special calling to military veterans especially from the Vietman Era, Chaplain Mary Dobbs brings hope and healing into the lives of many (show above at the Traveling Vietnam Memorial Wall)       

Dr. Eli Somer , Senior Clinical  Psychologist, professor Haifa University, Haifa, Israel, and director of  Israeli Institute for Treatment and Study of Stress. Shown above working in a bomb shelter during the recent Israeli - Lebanon war. He works with those traumatized by the attacks. Dr. Somer and Dr. Fair consult with each other concerning PTSD and other issues.

City of Brownwood, Texas saluted helicopter crews from The Louisiana National Guard. The standing ovation before the City Council was for the Guards efforts in fighting central Texas range fires that destroyed 200 homes. Many on the team recently  returned from Iraq, suffered their own loss due to Hurricane Katrina. The helicopters were staged at Brownwood Regional Airport

Working with the Louisiana National Guard C. Col 1-244 Aviation,Fighting range fires in Central Texas. Dr. Fair operated Incident Command
for psychological support at Cross Plains, Texas  where 200 homes  were lost. Fair served eight years in the Texas State Guard as a military policeman.

Fair is a member of the American College of Forensic Examiners, and is Certified in Homeland Security as a CHS-Level III by their  American Board for Certification in Homeland Security.

His credentials include, Certified Field Traumatologist, Christian Family and Marriage Therapist, Bereavement Specialist, Anger Resolution Therapist.

A Texas Peace Officer he is licensed by the Texas Commission on Law Enforcement Officer Standards and Education. The agency has also issued credentials to him as a Law Enforcement Instructor, Investigative (forensic) Hypnotist, and Mental Health
Officer. He is a member of the
American College of Forensic
Examiners, and testifies as an expert witness

Dr. Fair is a Professor at Bethel Bible College and Seminary, a faculty member at Wayne Oates Institute and has  taught law enforcement recruits at the Tarleton University Law Enforcement Academy. He continues to teach officers and chaplains today.

David J. Fair, PhD, DCCC, DCS,
President and C.E.O. HCI.

Captain Dave Fair is a member of the Military Forces of Texas, Texas State Guard, HQ.

He previously acted as Chaplain for the 111th EN BN, NGTX, Camp Bowie Training Center.

CH (CPT) Fair is currently with the Standing Joint Interagency Task Force ( SJIATF-TX)

Member of the Board of Scientific and Professional Advisor's of the American Academy of Experts in Traumatic Stress. Member of the Speakers Bureau of the National Center for Crisis Management.

Fair is Board Certified as an Expert in Traumatic Stress, School Crisis 
Response, Crisis Chaplain, and Forensic Traumatology.

Fair, holds a PhD in Counseling Psycology, a Doctorate in Clinical Christian Counseling, and a Doctorate in Chaplaincy Studies.

He is President of the American Association of Police Officers.
